Native Education College (NEC) opened its doors in 1967 and became British Columbia's largest private Indigenous College. NEC’s purpose is to contribute to an Indigenous, holistic experience that positions the Indigenous learner to uphold their responsibility and obligations to their family, and nation of origin as autonomous Peoples. NEC provides culturally relevant education and training for Indigenous Peoples to pursue career aspirations and enhance academic goals in alignment with theirdiverse cultural identities and traditional knowledge. The NEC longhouse offers access to many resources and in-house support that includes cultural and spiritual support, funding, counselling, and career advising from a culturally authentic lens.Position SummaryThe Human Resource Manager is responsible for fostering a culturally respectful, inclusive, and supportive environment at NEC Native Education College. Reporting directly to the President, this position ensures alignment of HR practices with NEC’s mission, longhouse philosophy, and operational goals, including managing labor relations with the Union and supporting staff and faculty in achieving their professional objectives.Main Responsibilities:• Strategic Human Resource Management:Develop and implement HR policies and initiatives that reflect NEC’s longhouse values: Respect, Gratitude, Understanding, Diversity, and Accountability.• Labor Relations:Act as the primary liaison with the Union to foster collaborative and respectful labor relations.Lead collective bargaining negotiations and interpret collective agreement provisions.Address grievances and resolve disputes through effective negotiation and mediation.• Recruitment and Retention:Design equitable and culturally sensitive recruitment strategies to attract and retain diverse talent.Oversee onboarding and professional development programs tailored to staff needs and cultural values.• Employee Relations:Cultivate a positive workplace culture through effective communication, conflict resolution, and adherence to workplace policies.• Training and Development:Develop and implement programs focusing on leadership, cultural competence, and staff wellness.• Compliance and Reporting:Ensure compliance with employment standards, labor laws, and collective agreements.Provide HR and labor relations updates directly to the President.• Community and Cultural Engagement:Support initiatives that honor Indigenous knowledge, traditions, and cultural values in NEC’s workforcePreferred Qualifications: • Bachelor’s degree in human resources management, Business Administration, or a related field.• Minimum of 5 years of progressive experience in HR management, including labor relations and collective bargaining.• CPHR or equivalent HR certification is required.Knowledge, Skills, and Abilities:• Comprehensive understanding of Indigenous cultures, values, and protocols, particularly those of the Musqueam, Squamish, and Tsleil-Waututh Nations.• Strong knowledge of labor laws, collective bargaining processes, and HR best practices.• Exceptional interpersonal and negotiation skills for effective labor relations and conflict resolution.• Proficiency in HR information systems and data analysis tools.• Strong organizational and strategic planning skills.• Proven ability to foster inclusive and respectful workplace environments.• Ability to mediate and resolve conflicts constructively.• Commitment to ongoing professional development and alignment with NEC’s cultural and operational goals
