Summary The Installation CYP Director provides oversight for all installation Child and Youth Programs (CYP) serving up to 550 children from ages 6 weeks to 18 years. This role ensures the delivery of safe, healthy secure and developmentally appropriate services. A variety of core services are provided to include Child Development Centers (CDC), Family Child Care (FCC), School Age Care (SAC) programs, Youth Programs (YP) and Child and Youth Educational Services (CYES). The mission of the Fleet and Family Readiness (FFR) Programs is to maximize the physical, emotional and social development of the fleet, fighter and family. FFR enables a ready Navy force through its Fleet Readiness, Family Readiness, and Housing Programs. We provide direct and support services to all non-appropriated fund (NAF) employees who work for Morale, Welfare and Recreation (MWR), throughout the FFR Program worldwide. *CYP EMPLOYEE DISCOUNTS: Each eligible installation Navy CYP employee will receive a 100 percent discount for the first child enrolled and a 25 percent discount for each additional child enrolled. The 100 percent discount will apply to the child with the highest fee. If a household has two CYP employees, each employee is eligible for a 100 percent discount for one child, with a 25 percent discount for each additional child. The discount will apply to children enrolled full-time or part-time in a Child Development Center, 24/7 Center, School Age Care program or Family Child Care program. The discount is for any installation full-time, part-time, and flexible staff member working a minimum average of 15 hours per week.Major Duties: Supervisory duties: Directs and provides oversight of work to be accomplished by staff comprised of CYP Management and Training staff, and the School Liaison Officers. Plans, assigns, monitors, observes, and assesses ongoing staff work based on priorities, difficulty, complexity, and requirements of assignments, and staff capabilities. Sets and adjusts short-term and long-term priorities. Ensures effective and efficient use of employees across the CYP, including the development and use of a singular staffing schedule when applicable. Ensures the hiring process, initiating timely recruitment and selection of staff required to fill vacancies. Recruits and hires qualified personnel using CYP Standardized Agency Position Descriptions. Ensures staff receives proper training to fulfill requirements of their positions. Supports and budgets for staff annual training requirements. Provides subordinate supervisors and staff with direction and determinations regarding policies, procedures, and guidelines. Establishes local performance standards and requirements for employees, contractors, and volunteers. Visits programs during all hours of operations on a regular basis. Observes and monitors staff performance. Conducts annual performance reviews of staff. Program Management Provides oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Provides administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACs, YPs and CYES to facilitate the identification of childcare, recreational, and educational supports services and options for authorized patrons. Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements. Collects and analyzes CYP program data to determine installation program adequacy and effectiveness. Program Operations Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Budgeting and Financial Management Compiles program statistical data for reports and data calls and keeps Command informed of trends, policy changes, program deficiencies and needs for the installation CYP. Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Compliance Participates in unannounced higher headquarters inspection out brief and provides detailed corrective action oversight and sustainment of mitigations. Uses the Inspection Management System (IMS) to track and document local inspections, mitigate issues and complete local inspection follow up to include tracking of evidence, extensions, exceptions, and corrective actions. Comply with DOD, DoN, and local policies and standards. Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP. Additional Responsibilities Serves as a mandatory reporter to Family Advocacy Programs and Child Protective Services. As needed, represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth Multi-Disciplinary Team Assessments.
