Applicants who have previously applied NEED to re-apply to this announcement.** THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA). -- This is NOT a REMOTE position; the incumbent will report to a Duty Station -- THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Since the earliest American colonial days, citizens have joined together for collective defense. Join our National Guard team and serve your nation, your states and your community!Major Duties: This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch of the Army National Guard. The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services. 1. Plan, organize, and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. 2. Ensure that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions. 3. Estimate and obtain the necessary program funds and determines their allocation. Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program. Arranges for tuition assistance for the student. 4. Serve as the coordinator and senior Test Control Officer for the DANTES testing section to include ordering, receiving, accounting, and safeguarding test material with appropriate security measures; and disseminates program guidance for examinations. 5. Develop, collect, analyze and disseminate data on educational and incentive programs through continuous evaluations. Coordinates with other Education Services Specialists, officials or professors of educational institutions or professional education societies in providing guidance and assistance in occupational information, scholarship requirements, Army service schools and college acceptance. 6. Other duties as assigned.
