Summary Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Serving Those Who ServeMajor Duties: Serves as Marine and Family Programs Division (MF) Headquarters School Liaison Program Manager on school age education services. Responsible for the conduct of organization wide planning, program oversight and administration of the School Liaison program. Serves as the Headquarters Marine Corps subject matter expert and advises MF leadership on policy direction. Develops and applies overall regulatory and policy guidance on school age educational initiatives. Directs the establishment of school age educational plans and integration with the MCCS strategic plan. Oversees assessment and evaluation, professional development and training of Installation School Liaisons. Development of Program Objective Memorandum (POM) and the annual budget for the school liaison program related to requirements of school age military children. Develops and revises policy directives, plans and operational materials for Marine Corps wide implementation. Serves as the School Liaison Program subject matter expert and direct advisor on educational systems and practices impacting mobile military children. Establishes collaborative partnerships with appropriate Federal agencies and able to develop legislative initiatives at the federal level. Plans, consults, implements, and facilitates in the mutual development of reciprocal practices with federal agencies, to include Department of War Education Activity (DoWEA), Department of Education (DoE), other branches of services, and national organizations such as: Military Impacted Schools Association (MISA), Military Interstate Children?s Compact Commission (MIC3), and Military Child Education Coalition (MCEC). Represents the USMC educational positions in easing school transitions and disruptions. Represents the Marine Corps at internal and external executive level meetings or forums on prek-12th grade education issues with entities such as: Department of War (DoW), Secretary of the Navy (SECNAV), office of the Secretary of War (OSW), national, regional and state working groups, councils, boards, and committees. Acts as the subject matter expert at the Defense Education Council (DEC). Has a working knowledge of state and national policies concerning the education of Marine Corps school age children to include but not limited to the Interstate Compact or applicable inter-state agreements. Works at a national level in the implementation of Impact Aid and assists as an information resource for installation School Liaisons. Works collaboratively in supporting the future initiatives of the Department of War Education Activity and the Department of Education Memorandum of Understanding. Prepares Marine Corps Community Services positions and strategies for the defense and representation of Marine Corps interests or equities. Attends meetings, conferences, briefings, speeches, and hearings. Oversees budgeting and allocation for Appropriated and Nonappropriated Fund resources based on validated, prioritized and integrated requirements, and monitors program execution. May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May travel to complete work assignments, annual unannounced inspections, and conduct or attend conferences and meetings. Supervises the School Liaison Specialist (SL), to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance misuse and take appropriate action. Performs other duties as assigned.
