Visit us on the web at www.jobs.irs.govMajor Duties: General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as a second-level supervisor and senior executive advisor providing strategic leadership, policy direction, and program oversight for Service wide education and workforce development programs within IRS Taxpayer Services, Operations Support, Capital Management and Oversight. The incumbent exercises full supervisory authority over subordinate Supervisory Education Specialists and their respective teams, who are responsible for the design, development, implementation, and evaluation of enterprise-wide education, training, and performance support programs. Establishes the vision, strategic priorities, and long-range goals for education and training initiatives, ensuring alignment with IRS mission objectives, modernization efforts, and evolving taxpayer service delivery models. Directs the integration of instructional systems, curricula, and performance support tools across multiple functional areas, including Customer Account Services (CAS), Return Integrity and Compliance Services (RICS), Customer Assistance, Relationship and Education (CARE), and Operations Support, ensuring consistency, standardization, and operational effectiveness across geographically dispersed organizations. Provides executive-level oversight of the full lifecycle of education programs managed by subordinate supervisors, including needs assessment, curriculum design, delivery methods (virtual, digital, and in-person), and evaluation of training effectiveness. Establishes performance expectations, monitors program outcomes through data-driven metrics and performance indicators and holds subordinate supervisors accountable for achieving results that enhance workforce capability and improve taxpayer service delivery. Allocates resources, balances competing priorities, and ensures efficient utilization of personnel, funding, and technology to support large-scale training initiatives. Evaluates program performance through comprehensive reviews, trend analyses, and internal controls, and directs corrective actions and continuous improvement efforts to address gaps, mitigate risks, and strengthen program outcomes. Exercises delegated authority for personnel management functions, including workforce planning, recruitment, performance management, succession planning, and employee development, in accordance with OPM supervisory standards. Provides leadership in fostering a high-performing, collaborative, and inclusive work environment that promotes innovation, accountability, and continuous learning. Ensures that subordinate supervisors effectively manage their teams, maintain technical excellence, and deliver high-quality education products and services. Serves as a key liaison between senior IRS leadership and subordinate organizations, communicating strategic priorities, policy changes, and operational expectations, while elevating critical issues and recommending solutions that impact Service wide training and workforce development.
